OCCUPATIONAL ASSESSMENT

The RVAP is a multi-phased approach to document and evaluate the impacts of steelwork and the other telecommuting applications from both a transportation and community service perspective. The initial step is convening the RVAP Conference with as many of the regional stakeholders as possible. The goal is to review the Occupational Assessment tools and verify that all relevant information is being collected and analyzed. It also tasks these stakeholders with recruiting about 45 targeted employers to complete the assessment.

RVAP SETUP

The Regional Coordinator sets up and maintains the database for the Agency Partners and Participating Employer.

MANAGEMENT

Authorized staff from the various participating agencies and employers will be able to log into the RVAP Website and review a comprehensive set of reports, i.e., project status, employer summaries, TDM Forecasts, Vulnerability Audit Plots, etc.

THE TRAVEL DEMAND COMPONENT

The TDM Agency(s) will be given access for their develop a profile for each of their the TDM programs which can be downloaded by the employers. When the Workforce Virtualization Plans are completed, all the TDM projections will be uploaded to the RVAP website by the employer for regional analysis and review client coordinators for.

THE ASSESSMENT PHASE

To support the Feasibility Analysis both VAPP and non-VAPP employers will follow a similar process but the latter employers will have restrictions on their access to the system.

  • The Coordinators gain access to the setup and operational screens.
  • The Staff are the occupational representatives that complete the Occupational Assessment instrument.
  • The Managers access the Managerial Assessment; some employees may use more than one option.
  • The HR, IT, and the Facility Department Representatives receive the preliminary report and are directed to complete their respective response assessments. The department responses are incorporated into the final reports for each employer to review and decide if the wish to continue with the full Workforce Virtualization Program; they are also aggregated into the regional report.

THE RESPONSE PHASE

These provide access to the HR, IT, and Facility Department Representatives designated to respond to the initial findings.

THE FACILITY AUDIT PROCESS

The coordinators setup the process and all employees complete their workstation profile.

THE DEPLOYMENT CANDIDATE ASSESSMENTS

During the Implementation phase, nominated candidates complete their Compatibility Assessment and their managers complete their Managerial Compatibility Assessment.

POLICY AND OPERATIONS RESEARCH

As the Planning Process moves forward, employers that participate in the Virtualization Strategies, LLC’s Research Program will receive access to the Website Research Database for their Managers to conduct operational and policy research.

FEASIBILITY ANALYSIS

(Formerly the Virtualization Assessment and Profile Process (VAPP))

The Feasibility Analysis is the first phase of the Workforce Virtualization Program (WVP). The VAPP is an online occupational assessment. Each client completes a statistical profile of their organization for research purposes and the Deployment Team selects employee(s) to represent each of their respective occupations. The system notifies these employees by email and provides instructions on how to proceed. It tracks their completion status and sends messages to them as appropriate.

THE ASSESSMENT PHASE (VAPP)

The following functions are assigned during the during the Assessment process. Only VAPP clients have access to these functions: 

  • The Coordinators gain access to the setup and operational screens to identify the occupations and assign the employee(s) who will complete the representative assessment(s).
  • The Staff are the occupational representatives that complete the Occupational Assessment instrument; they receive information about the program and instructions about how to complete their assessment through the system (email); their status is tracked by the system as well.
  • The Managers / Supervisors may be designed to complete both the Managerial Assessment; as well the Occupational Assessment.

THE RESPONSE PHASE (VAPP)

These provide the designated departmental representatives access to their respective instruments so that they may provide the departmental response to the VAPP Preliminary Findings Report.
